Our client, a major Oil and Gas operating company require a Mechanical Engineer to be based in Houston for 6-12 months then to mobilize to Russia.

Offshore Specialist will be responsible to provide technical input for all technical aspects of the onshore marine terminal offshore works, working collaboratively with other members of the Project The onshore marine terminal offshore scope calls for:

� Installation of a 1200 meter offshore pipeline;
� Installation of a single point mooring (SPM). KEY

FUNCTION INCLUDE:
� Responsible to support a strong safety culture
� Responsible for high quality technical solutions for offshore scopes
� Responsible for quality performance
� Manage engineering contractor relationships, ensuring transparent and ethical relationships are maintained with contractors and key stakeholders
� Provide technical input in the development of Invitation to Tender (ITT) packages for and throughout tendering process through to award recommendation
� Direct accountability to develop the offshore Scope of Work for the ITT
� Support development of funding quality cost and schedule estimates for the electrical scope
� Drive high quality detailed design deliverables
� Ensure good definition and management of interfaces
� Ensure appropriate Operations input to the design; maintain strong communications with CPC Operations

� Maintain an open door communication rapport with Team
� Promote a professional atmosphere
� Establish team building rapport with internal and external recipients to ascertain a successful working relationship
� Provide subject matter expertise for all offshore scopes � Comply and promote compliance with Company and Project specific procedures/processes to ensure success

Job Description:Our Client has a vacancy for a Lead Electrical and Instrument Engineer based in Sakhalin, Russia. This is a contract position, on a rotation of 7 weeks on and 3 weeks off.

Responsibilities:
Responsible for study, design, specification and services related to electrical systems and instrumentation including power generation, transmission and distribution, power systems performance and control, cabling and wiring, lighting, motor control centres, communications systems, cathodic protection, grounding lightning protection, heat tracing, Instrument cabling, control systems, Emerson DELTA V PCS and SIS configuration.
Establishes and maintains the technical standards within the disciplines.
Sets strategic and tactical direction with regard to policy/procedures, work force staffing, and budgeting.
Provides technical guidance to designers and less experienced engineers.

Skills/Qualifications:

Client is looking for candidates with extensive offshore oil & gas project experience, preferably in a PMC/FEED/EPC environment

Instrument Engineer
B.S. or equivalent degree in Electrical/Control System Engineering from an accredited university with minimum ten (10) years relevant experience in the oil/gas industry.

Must have been in Consultant’s organisation for at least three (3) years in similar position.

Fully familiar with international codes, standards SIL & recommended practices to be adopted during FEED & EPC phases of oil/gas projects. Thorough knowledge of DCS, ESD, F&G & SCADA systems generally incorporated in major oil/gas project is essential.

Must have the capacity to supervise & manage FEED Engineer & EPC Contractor & development of their deliverables.

Familiarity with subsystems such as fire & gas, emergency shutdown systems, etc, & Advance Process Controls will be added qualification. Participation with contribution during P&IDs reviews, shop & field testing of control systems shall be demonstrated during project execution

Project
Replacement of the 60km main subsea oil pipeline, expansion of onshore-offshore gas treatment facilities, development of the east and west areas of the field, and a major program of work to increase offshore crude.

As Instrument Construction/Commissioning Engineer, you will provide assurance of the Contractor’s engineering, construction and commissioning activities on all instrumentation and control equipment and systems up to completion, ensuring that the contractor delivers project facilities in accordance with technical standards and project schedule. You will provide field engineering and commissioning support during start-up activities up to final handover.

Responsibilities: Be familiar with all aspects of project instrument & control equipment and systems. Provide regular communication of system status, schedule issues, quality issues, etc to the Completions TL. Familiarise oneself with the remaining construction work scope for each sub-system. Identify opportunities for early mechanical completion of sub-systems. Drive Contractor to Completion. Be familiar with the project sub-systems and systems represented on Limits of System Handover (LOSH) Drawings. Assure rigorous implementation of approved construction method statements by attendance at QC inspections as driven by the approved Inspection Test Plans. Participate in tri-party punchlist sub-system walkdown at MC, by sub-system. Assure rigorous implementation of approved Commissioning Method Statements and System Commissioning Procedures by witness of critical pre-commissioning and commissioning activities. Participate in bi-party punchlist system walkdown at SH by systems. Supervise instrument tie-in activities to existing facilities. Provide technical support during plant start-up.

Candidates for the Instrument Construction/Commissioning Engineer position will have the following qualifications and experience: Substantial experience in oil, gas or petrochemical industry. Experience confirmed in the installation and commissioning instrument and control systems. Degree in engineering discipline/or significant practical field experience. Knowledge of applicable codes, standards and their use.

Requirements

•BS degree in Mechanical Engineering, with concentration on noise,vibration and/or applied mechanics
•Experience with Vibration Theory, Modal Analysis, Operation Deflection Shape Analysis, Fatigue Theory, Digital Signal Processing, and/or Finite Element Analysis (e.g., ANSYS)
