Job Description

Basic Function:
This position will provide general instrument and controls engineering support to the Gas Gathering and Pipelines Operations Shift Superintendent and the Shah Operations team during the project EPC and Startup Phases to ensure operational readiness. The successful candidate will contribute to the resolution of instrument and controls operations, reliability and maintenance issues during the engineering and construction phases of the project. Upon completion of the project, the candidate may assume a position of responsibility for the instrument and controls engineering or maintenance in the Shah Gas development operations organization.

Task, Duties, and Accountabilities:
Reports to the Operations Shift Superintendent.Collaborates and provides appropriate consultation with the Instrument and Controls engineers, Process engineers and HSE engineers in the Central Engineering organization.Meets regularly and maintains good working relationships with the Instrument and Controls engineers in the EPC Contractor organization and MAC organization.Support and works the Operability Assurance plan and program to achieve readiness for operations.Ensure HSE requirements for equipment and systems are met or exceededDeals Primarily with the following systems:Emergency Shutdown (ESD)systems.Fire and Gas (F&G) systems).Well head control systems.SCADA systems.HIPP systems.Leak Detection systems.Open path detection systems.Tanks Gauging, Product Measurement and Calibration.Analyzer Network.Package Instrument and Control systems.Field Instrumentation (including transmitters, analyzers, ESD valves, Control valves, F&G devices, etc.)DCS and DCS interfaces

Engineering / Construction Activities for the EPC contract:
Site Surveys and reports.Vendor Lists.ESD Architecture.F&G Architecture.Control Philosophy
ESD Philosophy.Material Requisitions.I/O allocation verification.Control Room Layout.Instrument Shelter layout.Analyzer Shelter layout.Field Instrument layout.F&G layout.Project Specifications
Engineering Narratives.Scope of work.Loop diagrams.Hook-up diagrams.P&IDs and C&Eds.ESD Hierarchy diagrams.Interface for vendor packages and EPC packages.Instrument installation details.Providing details for RFIs.Various package vendor drawing review and comment.Participation in P&ID / HAZOP / LOPA / SIL reviews

Operability Assurance Activities during Engineering and Construction:
Contributes to the development of the various instrument & control systems and processes required for start-up and operations.Works on follow-up actions from I&C maintenance quality system.Consults with Operations Shift Superintendent and Sr. Instrument and Controls engineers to align all EPC package I&C systems development to the same standard..Contributes to the annual budget preparations.Review and approve requirements for Instrument testing workshop facilities.Involve in pre-commissioning and commissioning document review and approval.Participates in Mechanical Completion walk-downs, punch list close out.Participates in pre-commissioning.Participates in commissioning.Reviews and follows-up of hand-over documentation (e.g. Operations / Maintenance manuals, CMMS data, etc.).Participates in system loop checks.FATs and SATs .Review and recommendation of commissioning and two-year Instrument spares.Review and recommendation of insurance spares.SPIR reviews.Provides instrument testing and inspection requirements for A&OI Program.Reviews instrument reliability data input into RAM analysis.Standardization.Control loop tuning.Prepares Control and Operability records.Prepares Control and Operability records

Minimum Requirement:
Bachelor of Science in Control Engineering or combination of equivalent degree, and instrument and controls maintenance experience.At least 10 years instrument and control engineering experience at a senior or supervisory level in the hydrocarbon, power generation or chemical processing industry.Experience in maintainability, constructability and operability planning for instrument and control systems in major capital or upgrade projects, schedule development or other related aspects of projects and/or maintenance.Supervisory experience in managing instrument and controls systems maintenance and DCS administration for onshore remote/desert pipeline systems.
